In 2021, the City of Alexandria, Virginia Sanitation Authority (“AlexRenew”) borrowed $186 million through the Clean Water Revolving Loan Fund to implement its RiverRenew program. The loan is secured by AlexRenew’s revenues. The RiverRenew program addresses combined sewer overflows (CSOs) in AlexRenew’s service area by constructing a network of tunnels and sewers that redirect stormwater flows away from CSO sites and back to AlexRenew’s existing Water Resource Recovery Facility for treatment. This project decreases the amount of untreated stormwater and wastewater flows that are discharged into the Chesapeake Bay in compliance with federal and state law and Environmental Protection Agency policies.
