In 2020, Northern Virginia Regional Park Authority (“NOVA Parks”) applied to the Virginia Pooled Financing Program to finance an outdoor and climbing ropes course at Upton Hill Regional Park in Arlington County. NOVA Parks operates 32 regional parks, 2 golf courses, 5 water parks, and several walking, hiking, and biking trails in six localities: Arlington County, Fairfax County, Loudoun County, and the cities of Alexandria, Fairfax, and Falls Church. The $3.5 million loan, secured by NOVA Parks’ revenues and the contributions of NOVA Parks’ member jurisdictions, financed the construction of a climbing and ropes tower that reaches a maximum height of 40 feet and includes 90 challenge elements across three tiers of difficulty.
